The Agusan del Sur State College of Agriculture and Technology (ASSCAT) reinforced its commitment to transparent and results-driven governance through the conduct of the Agency Performance Review (APR) Conference for Fiscal Year 2025 with the Department of Budget and Management (DBM) today, February 9, 2026, at the Admin Board Room.

Representing DBM Caraga were Mr. Paul A. Abarca, Chief Budget and Management Specialist, and Mr. Geoffrey J. Abendaño, Senior Budget and Management Specialist, who led the review of the College’s financial, physical, and revenue performance as of December 31, 2025. The discussions also addressed key concerns in FY 2026 budget execution and laid the groundwork for the preparation of ASSCAT’s FY 2027 budget.

College President, Dr. Joy C. Capistrano, led the institution’s participation in the conference and emphasized the importance of the APR as a tool for evaluating institutional performance, improving budget utilization, and ensuring that public resources directly support the College’s mandate of delivering accessible and quality higher education.

The Agency Performance Review serves as a key mechanism for strengthening accountability and aligning institutional priorities with national development frameworks. By identifying performance gaps and areas for improvement, the conference supports more responsive planning and sustainable implementation of programs and projects.

This initiative also contributes to the achievement of the Sustainable Development Goals (SDGs), particularly SDG 4: Quality Education, by reinforcing systems that support effective higher education delivery, and SDG 16: Peace, Justice, and Strong Institutions, through the promotion of transparency, accountability, and sound public financial management.
